Bears, Bird Feeders & Break-ins PDF Print E-mail

Bears are attracted to hummingbird feeders and bird feeders in general.  Lions Bay regularly receives reports about bears ripping down hummingbird feeders to drink the nectar and this year has been no different.  Bears are also very attracted to all kinds of seeds, including sunflower seeds.  Sunflower seeds are so full of fat the bear can forego hours of foraging if he scores a full feeder.  Bears have a highly developed sense of smell and can smell birdseed in a distant bird feeder, as well as on the ground beneath.

We have several human food-conditioned bears currently in the Village.  Residents who leave their bird feeders unsupervised and accessible to bears are contributing to the problem.  Accessible birdseed, outside garbage, outside food and dirty barbeques all lure bears into our yards.  When bears associate easy food with people, bears become less wary in our territory.  Once a bear takes the next bold step to break into homes, the situation becomes serious. 

A bear has been recently breaking into homes in the Panorama/Oceanview area.  Bird feeders and other bear attractants need to be inaccessible to bears so that we can collectively address this current threat to resident and bear safety.   If human food is not available, hopefully the bears will return to natural foods.

As Council goes into the Fall Session, we will turn our attention to preparing the 2010 Budget, including a continuing infrastructure review. Updates for Summer and Fall of 2009 follow.

Summer Update: The Village of Lions Bay Council was very busy this summer.

Staking Notice. The summer began with the surprise Staking Notice pertaining to 69.4 hectares of land in the Harvey Creek Water Shed. Vancouver Coastal Health, along with the Ministry of Environment were among the letters that were sent to Integrated Land Management, Ministry of Agriculture and Lands, in support of the protection of the Lions Bay Watershed and in opposition to the request for Commercial Hiking in this area. Thank you to all community members who sent in a letter by the deadline of August 31st. At this time we have not heard back from the Ministry.

Municipality of the Village of Lions Bay
March 1st, 2009

Lions Bay is an amazing community of vibrant, committed and creative people. We are enriched daily by the natural beauty of our surroundings; the Lions Mountains and the glistening waters of Howe Sound.As the Mayor of the Village of Lions Bay, I have been committed to working to ensure the best for Lions Bay along with a highly committed and talented Council.  Thank you to staff for your support.

In my Inaugural Address I said, “…this is an exciting time for Lions Bay, a time when we need to successfully manage the significant challenges which our community faces and create opportunities to bring in the necessary resources that may be available to us. “

February 20th, 2009 Lions Bay was awarded a $583,332 Building Canada Fund Grant for Lower Lions Bay Water Pipe Replacement.  Earlier in February we were also notified that we received a Tourism Grant of over $15,000. We have three other grants waiting and will be applying for additional grant funding.

As promised Council is consulting with citizens and neighbourhoods, to help in moving Lions Bay forward; while still preserving and protecting our unique Village spirit, beautiful natural environment, and low tax rate. Council has consulted with Brunswick Beach and Creekview Place re parking, on Filming in Kelvin Grove and Brunswick Beach with a general invitation to the community for input on Wednesday, March 18th from 7pm to 9pm. Council is just beginning community consultation re your opinion on enforcement of our Bylaws … please review the article at lionsbay.net.

Council is working together in a strong and friendly team environment, and ensuring a positive fiscal bottom line. The 2009 Provisional Budget has been passed at the 2008 property tax rate, and we are working towards keeping the average 2009 tax increase to a minimum. The Water Utility Rate has stayed unchanged, the Sewer Utility Tax is up $30 and the Waste Collection Rate has increased from $250 to $320 ( less $20 discount) for a single family residence. This rate is significantly less than projections due to a newly negotiated Waste Collection contract effective April 1st.  Waste Collection is a growing Metro issue. I am sitting on the Metro Waste Management Committee and learning a great deal.

I am honoured to be Mayor of the Village of Lions Bay. As your Mayor, I am committed to working to ensure the best for the Village of Lions Bay.

This is an exciting time for our Village, a time when we need to successfully manage significant challenges, while creating opportunities to seek the necessary resources that may be available to Lions Bay. 

Over our three year term, Council, through meetings and consultation with the community, will help in moving Lions Bay forward; while still preserving and protecting our unique Village spirit, beautiful natural environment, and low tax rate.

Council will work together creating a strong and friendly team environment, and ensuring a positive fiscal bottom line.

The Village of Lions Bay is committed to the principles of sustainability as a core value of the community, as identified in the new Official Community Plan (OCP). The Revised OCP has passed First Reading with previous Council. The principles of sustainability include ongoing community consultation and consensus building, while concurrently considering the social environment, the green environment and the economic environment. This Council will use the principles of sustainability to review new projects, purchases and policies. We will organize an information panel on sustainability to ensure updated community understanding.

Thank you to previous Council for all of their work, dedication and projects completed on behalf of and in consultation with the residents of the Village of Lions Bay.  The outgoing Council accomplished a significant amount. Our newly elected Council will ensure that the completion of projects now in process, meet Lions Bay’s expectations including:

I love Lions Bay. I have the time, energy, business background and proven results needed in facing the significant challenges ahead, as well as, the skill and desire to seek out the significant opportunities that fit with the community’s vision.

I bring seasoned and proven budgeting, negotiating and team-based abilities to the role of Mayor of the Village of Lions Bay.

My extensive leadership experience and ability to get things done will help greatly in moving Lions Bay forward, while preserving and protecting our unique Village spirit, beautiful natural environment, and low tax rate.

I served as Lions Bay’s Mayor from 1993 to 2002 ensuring that major water, park and trail projects were completed, Emergency Services were supported, the volunteer base was strong and enthusiastic, the community was well kept, and residential taxes remained relatively low, all while leaving $1M in financial reserve. This was accomplished through skilled financial stewardship, and negotiating grants, contributions and land acquisitions in excess of $2.3M.

Following my role as Mayor, I became the Chief Operating Officer of a national firm and was successful in re-engineering business systems to meet current and future needs, while creating a strong and friendly team environment, and ensuring a positive bottom line. Once this was accomplished, I turned my attention to the Lions Bay General Store & Café, which I have co-owned for 10 years with my husband, Michael. I became line-trained and have learned a great deal. The Lions Bay General Store & Café team are very skilled and knowledgeable. I love to learn and I had no idea that there was so much to learn. This experience has been very invigorating and energizing for me!

I am committed to the principles of sustainability, which include ongoing community consultation and consensus building, while concurrently considering:
the social environment, the green environment and the economic environment.
