Community Services Municipal Government Spring Has Been Busy ~ Enjoy Summer Fun!

Summer Time: Mayor and Council wish each of you a wonderful summer ! It has been a rather wet Spring…regardless of  the weather this summer, we wish each resident a ray of joy and a life filled with sunshine !

Public Consultation: The Spring has been busy with Public Meetings and Public Consultation. Thank you to everyone who has devoted time and effort to attend and to express your ideas at these meetings. Your ideas are included in the serious discussions that involve the particular topic area that you have been involved in.

Village of Lions Bay Projects   

The Highway Advisory Group ~ the HAG, has been meeting monthly. The next meeting of the HAG, will be Tuesday, June 29th from 7pm to 9pm in Chambers.
Sound Walls: Tyam Construction is on-site in Lions Bay to construct the Sound Walls. Most of the Sound Walls will be in the ashlar stone finish. The panels are 15’ long, 8’ high and 5” thick, the decorative posts at the joins are 18” square and are also finished in ashlar stone. The 5m high walls will be double high panels generally, however, at the highway berm by the Rundle Creek wall below Panorama Road, where it is possible in this area, Tyam Construction plans to double the height of the berm, in order to allow for a one panel height in this area while maintaining an overall 5m sound barrier height. Once the Structural Design Submission has undergone the Ministry of Transportation Compliance Review in June, the coring of large diameter holes and dropping in reinforcement will begin.

Following this, steel posts will be planted in the ground. They will be engineered to withstand hurricane force winds. The steel posts will be completed in advance of the placement of the Sound Walls. Once the posts have been set, pre-cast Sound Walls panels will be lowered into place along with the decorative posts. The ashlar stone finish Sound Walls are scheduled to be completed by August 31st, 2010. 

The durisol finish Sound Walls are scheduled to be completed by September 30th, 2010. There will be three Sound Walls in the durisol finish. Across the Harvey Creek Highway Bridge in Central Lions Bay and the Magnesia Creek Highway Bridge in Brunswick, along with the Isleview Sound Wall prior to and on the west side southbound exit to Central Lions Bay. The Isleview Sound Wall will be built on top of the highway cement no-posts, due to the lack of land available next to the highway in this area. Gordon Kishkan, who is overseeing the project on behalf of the Ministry of Transportation, says, “The durisol finish will also be provided on the Alberta Creek Bridge, including the short approach sections on the west (downstream) side and the bridge itself on both sides. The walls on Alberta Creek itself will have less structural framing than the other durisol walls because they are installed outside of the bridge railing system, which is a little different on this bridge than the others (curb & steel railing versus concrete parapets).”

The HAG looks forward to this project completion by October, 2010.

Landscaping of Sound Walls: The ashlar stone finish Sound Walls will have some form of landscaping. The HAG Landscaping Sub-Committee will convene regarding the landscaping, once the final Structural Design has been accepted by the Ministry of Transportation.

Telus Underground Wiring: Telus will be completing the underground wiring on the northbound exit to Kelvin Grove. This work is expected to be completed during June. This has been a project that has been expedited by the HAG Committee.

Centennial Trail: The Centennial Trail expected opening will now be October, 2010. The delay in the building the southern end of the trail is due to the necessary coordination of the project with the Sound Wall construction that will be built above this area. This delay is necessary to allow access to the location of the Bayview Rd. Sound Wall south of Alberta Creek. We have all our permits from the Ministry of Transportation to proceed as the timing permits with the Tyam Construction schedule. The trail north of Alberta Creek location has been confirmed to remain on its current course.

Change of Project Completion Time Lines
: We apologize for the change in the project completion time lines for both the Sound Walls and the Centennial Trail opening. The construction of the Sound Walls contract with Tyam Construction has created more certainty for the final project completion time lines.

The Magnesia and Harvey Creek Ultra Violet Reactor Water Intake Upgrade for multi-barrier water filtration system has been completed with AECOM, the Village contractor/engineering firm, which is addressing final details of the project. This project remained on budget.

Community Centre Task Force: Two community public meetings have occurred this Spring. It is anticipated that the consultant will present the report on the Village residents Community Recreation Centre goal findings to Council on June 21st.

Lower Lions Bay Water Pipe Line Replacement and Underground Wiring: BC Hydro has completed the plans to the point where they could be passed along to Telus and Shaw for input. The result should be available by mid-July. We will then review the overall project. Following this, Council will set up public meetings with residents.

The Village of Lions Bay will apply for the BC Hydro Beautification Grant prior to the end of September, 2010 and would be notified in January, 2011, to facilitate the possibility of underground wiring. Lions Bay was awarded an $875,000 Building Canada Grant to complete the Lower Lions Bay Water Pipe Line Replacement.
Underground wiring is a goal within the OCP. Should underground wiring proceed it would be a Special Area Tax for the home owners in this area, not a general tax.
