Mayorʼs Inaugural Address
This is an exciting time for the Village of Lions Bay. It is also a time to focus upon best practices and ensure use of Village Policies and Procedures to successfully manage. Council will continue to seek all resources that may be available to Lions Bay.
Council will work together creating a strong and friendly team environment, and ensuring a positive fiscal bottom line.
The Village of Lions Bay is committed to the Principles of Sustainability as a core value of the community, as identified in the Official Community Plan (OCP) that Council is guided by. Sustainability takes into consideration four elements: cultural, economic, environmental and social.
Lions Bay, today as always has areas of focus that we are working on. Council will work together with Staff and the community to successfully finding solutions.
Lions Bay residents require residential options so that long standing residents can downsize and young families can move to Lions Bay, as today, all communities require residential options.
Council is committed to attracting and retaining our valued volunteer base through ongoing recognition and celebration of the vast contribution that Lions Bay Volunteers make to the high level functioning of Lions Bay.
• The 2011-2014 Council commits to:
• Fiscal Responsibility in Budget Planning and Implementation. There will be a continuation of the Finance and Budget Standing Committee.
• Tendering and Procurement Protocol development, including a Preferred Providers List for materials, labour and services.
• Infrastructure project assessment, planning and prioritizing, including the establishment of a Water Committee.
• ʻBest Practicesʼ, as well as ensuring use of Village ʻPolicies and Proceduresʼ
• Land Master Planning will occur with public dialogue and engagement. Lions Bay Land Master Planning will examine both residential and public land needs for Lions Bay. A Land Master Planning Task Force will be developed. As stated in the Inaugural Address of 2008, “Council will: Explore Residential Options that work for the community”.
• Community Centre renewal. A Village Hall Re(Building) Task Force and a Village Hall Fundraising Task Force will be appointed, inviting previous Community Centre Task Force members to participate.
• Team Building involving both Council and Staff will occur.
• Emergency Services Integration, will be maintained through the continuation of the Emergency Program Committee.
• Communicate with residents through the Lions Bay Community News, the Village Update, Lions Bay Website, lionsbay.net and E-Posts. Lions Bay is now completing its 40th Anniversary Celebration Year. What an amazing year it has been. So many projects necessary to Lions Bayʼs progress have been completed. It has truly been an appropriate time to celebrate.
In looking ahead, what are the tasks? How would we describe them? We are maturing as a community, with a need to further professionalize and open our thinking to new possibilities.
It is a time for Vision with Leadership, continued fiscal responsibility, community focus and proactive stewardship, while being guided by our sustainability values as described in our Official Community Plan.
Council and Staff, will focus upon assessment, planning, prioritizing and design of projects prior to them moving forward.
Council is the elected Executive of the Municipality that it serves. The Community Charter identifies the Mayor as the Chief Executive Officer. The Community Charter, Section 115, outlines Council member responsibilities including: a) to consider the well-being and interests of the municipality and its community; b) to contribute to the development and evaluation of the policies and programs of the Municipality respecting its services and other activities.
Four areas fundamental to the effective workings of the community are:
• The day to day operations,
• Support of Volunteer Initiatives
• Community-Based Planning, and
• Inter-Governmental Communications
Council, along with our valued staff and committed volunteers will work together with the community to accomplish the tasks ahead. I would like to thank our staff and our many volunteers for their enormous contribution.
Council Portfolios have been designed to meet the communityʼs needs in combination with the interests of each Council Member.
Council Portfolios are in alphabetical order:
Councillor Scott Ando will be responsible for Portfolios including Infrastructure; Policies and Procedures; Parking Policy Review, with shared responsibilities in Labour. Councillor Ando will liaise with the Lions Bay School Parent Advisory Committee, Lions Bay Playschool Association, the Lions Bay Events Committee and the Tennis Group.
Councillor Fred Bain will be responsible for Portfolios including Emergency Services and Safety, along with Volunteerism. Councillor Bain will liaise with the Emergency Program Committee, Lions Bay Fire Rescue, Emergency Social Services, Lions Bay Search and Rescue, Block Watch, BC Ambulance Services and the Lions Bay Community Garden.
Councillor Ron McLaughlin will be responsible for Portfolios including Best Practices; Tendering and Procurement; Zoning and Planning; Bylaw Review; and shared responsibility with Finance. Councillor McLaughlin will sit on the Tree Committee and liaise with the Board of Variance, the Arts Council, the Historical Society and the Lions Bay Trail Blazers.
Councillor Joanne Ronsley will be responsible for Portfolios including Team Building and Sustainability. Councillor Ronsley will represent Lions Bay on the North Shore Substance Abuse Committee and the Invasive Species Council and will liaise with the Native Plant Garden; Lions Bay Reading Room/Library; New Resident Welcome; Seniors Guild and Bear Smart Liaison.
Council acting as a team will be responsive as seconds to each othersʼ portfolio. All Council will be responsible for carrying out the goals of the Official Community Plan and actively participate in Council communication. As available, all Council will sit on the Howe Sound Community Forum, the Highway Advisory Committee and the Oversight Committee of the Whole.
Mayor Brenda Broughton will be responsible for Portfolios including Budget and Finance; Land Master Planning; Community Center renewal; Public Works; Lobbying and Grants; Contracts under review and Negotiation; Highway Advisory Committee; Water Committee; and shared responsibility for Labour. Mayor Broughton will liaise with the Garden and Landscaping Group; Lions Bay Community Scholarship Foundation; the Lower Mainland Treaty Advisory Committee; Sea to Sky Clean Air Society; and Climate Action Task Force.
Acting Mayor will be assigned alphabetically, across the four quarters of 2012:
1st Quarter, Scott Ando
2nd Quarter, Fred Bain
3rd Quarter, Ron McLaughlin
4th Quarter, Joanne Ronsley
