Campfires Permitted in the Coastal Fire Centre |

CAMPFIRES PERMITTED THROUGHOUT THE COASTAL FIRE CENTRE
PARKSVILLE – Effective at noon Sept. 1, 2010, campfires will be permitted throughout the Coastal Fire Centre due to a decreased risk of wildfires.
Although campfires, fireworks and Tiki torches are now permitted, open fires of any other description remain prohibited, including burning barrels.
The rescinding of the campfire ban applies to all BC Parks, Crown and private lands, but does not apply within the boundaries of local governments that have open fire bylaws and are serviced by a fire department. Please check with civic authorities for any restrictions before lighting a fire.
Campfires must not be larger than 0.5 meters wide or 0.5 meters tall. Anyone who lights a campfire must have a hand tool such as a shovel, or at least eight litres of water nearby to fully extinguish it. Never leave a campfire unattended, and make sure ashes are completely cold to the touch before leaving the area.
Anyone found in violation of an open fire ban may be issued a ticket for $345. Should a wildfire occur as a result of recklessness, a person can be fined up to $1 million or spend three years in prison and be ordered to pay all firefighting and associated costs.
The Coastal Fire Centre is responsible for wildfire response for about 2.1 million hectares of land. Geographically, the centre covers all the area west of the height of land on the Coast Mountain range from the U.S./Canada border at Manning Park to Tweedsmuir Park in the north, the Sunshine Coast, the lower mainland, all of Vancouver Island and the Gulf Islands.

Dear Residents,
The Brunswick Pit lands, owned by The Ministry of Transportation, will be used for a filming project during the next 2 months.
The Village has been advised that the filming activity will have minimal impact to residents of Lions Bay. There could be some dust during construction of the set, occasional lighting and some increased noise in the area. Operation hours currently are set for 7:00 a.m. to 7:00 p.m. Monday to Saturday - subject to change.
The film crew has been in regular communication with Lions Bay Fire Rescue Department regarding community safety.
There will be increased security in the area and the hiking trail will not be impacted.

IMPORTANT MEETING REMINDERS
Secondary Suites “Demystified”!
Education Session on September 13, 2010!
On July 19th, Council adopted a new Zoning bylaw amendment legalizing the construction of new Secondary Suites in single family residences, after Sept 7, 2010. Also on July 19th, Council adopted a policy around how the new regulations will apply (or not apply) to Secondary Suites built before Sept 7, 2010. This new policy comes into effect on Sept 20, 2010.
If you are interested in learning about the new regulations, or want to know how they might affect you, an education and question/answer session is planned. It will occur on Monday Sept 13, 2010 from 7:00 PM to 9:00 PM in the Village Hall. If you can’t attend, watch the Village website afterwards.

Hello Everyone,
Just a quick note to let you know of the status of the Sewage Treatment Plant project, this project had been delayed due to awaiting parts. The parts have arrived and we have discovered that after removing the old media baffles to install the long awaited new baffles that the centre drive connection had been damaged as well. This could not be foreseen unless we went to the expense of removing the system twice.
That was the bad news, the good news is that the new centre drive will be in early next week and we will have the project all buttoned up by the 2nd week of September. I want to apologize for the delay on this project, however, that being said we will now have a system that will last years longer than expected.
We will have a proper maintenance program in place with documentation, testing and results going forward. All aspects of this project have been and will be, going forward, be within all government regulations. Lions Bay and Kelvin Grove will have a system that they can have complete faith in. At no time has solid waste ever left our system into the marine area of Howe Sound and any effluent has always gone out 600 feet off shore at a depth of 60 meters. The effluent pipe has been inspected by divers and is in a sound state.

VILLAGE OF LIONS BAY WATER CONSERVATION PROCEDURES ARE NOW IN EFFECT
With the warmer weather, there has been an increase in the use of water which places a strain on our water supply.
We are now experiencing heavy water use in the Village and our reservoirs are unable to keep up. The Village is now introducing Water Conservation Procedures as of July 30 2010 and will be in effect until notified otherwise.
The heavy water usage has depleted the 400,000 gallon tank at the Harvey reservoir and it is unable to fill to keep up with demand. The reservoir needs to maintain at a certain level to preserve an adequate water supply in the event that the Lions Bay Fire Rescue Department is put to task to extinguish a fire in the Village.
These watering conservation procedures begin today and will make sure that the Village has enough drinking and fire fighting water in this high demand and low rainfall season.
Standing Water Conservation Procedures
Only water gardens or use lawn sprinklers between 4:00 a.m. to 9:00 a.m. or 7:00 p.m. to 10:00 p.m.
Even-numbered addresses, may water only on Tuesdays and Saturdays, and odd-numbered addresses may water only on Wednesdays and Sundays during the above hours.
Residential and most gardens, shrubs, trees and flower beds may only be watered by hand, by containers or drip irrigation within the approved times
Hosing or pressure washing of outdoor surfaces is only allowable for health, safety or preparing a surface for painting, sealing, or similar treatment;
Washing of vehicles or boats using any method is prohibited except for features required for safety (windows, lights, licenses), including at commercial washes.
Please turn off decorative fountains or water features that draw additional water as refilling of private, garden ponds, ornamental fountains, hot-tubs and swimming pools is prohibited,
Please note, we need to take this situation seriously to help preserve this valuable resource and for this to be successful, we need the cooperation of the entire community. We would like to thank you for your attention and be assured that the Village Municipal Services will notify you as soon as these Conservation Procedures can be lifted.

REQUEST FOR PROPOSAL
Programming, Pre-design Planning and Preliminary Project Costing
It is the Village of Lions Bay intention through this Request for Proposal (RFP) to elicit relevant information about a firm’s capability to provide facilities programming, pre-design planning and preliminary project costing services for the programming and planning of a New Community Centre and Village Office (including an extension of the Lions Bay School Gymnasium) for the Village of Lions Bay. The information submitted in response to this RFP will be evaluated and ranked according to the criteria specified herein as part of the consultant selection process for this project.
